During the Shanghai Global Conference on Scaling Up Poverty Reduction in May 2004,the Chinese State Council Leading Group Office of Poverty Alleviation and Development (LGOP),Chinese Ministry of Commerce and UNDP reached a consensus and signed theMemorandum of Understanding of Establisthing IPRCC.The Center is regarded as a developing world and interational organizations,On May 16,2005,the three parties officially signed the Program Document and jointly held the Inception Workshop on July 20,2005 to mark the launch of IPRCC.

        On January 20,2006,hte First Meeting of the Board of Trustees (BOT) for IPRCC was convened in Beijing.It concluded with the approval of hte BOT establishment scheme and IPRCC Charter and the appointment of Managing Diector.

        On February 16,2006,IPRCC was conferred the authority to facilitate visa processes for foreigners invited by IPRCC to China.
